Luis Gonzaga, 77, was arrested after allegedly concealing his penis in a plastic bag before rubbing himself against a woman inline ahead of him at the Volusia County Fairgrounds.
Witnesses claim they saw Gonzaga remove the plastic bag from his exposed genitals before standing behind a woman who Gonzaga later described to police as "very attractive." The victim told police she felt what she assumed was a bag of produce touch her backside. Witnesses alerted the victim to what was happening. Gonzaga attempted to run but a few bystanders tackled him and detained him until police arrived.
Gonzaga first denied any wrong doing, then claimed the exposure might have been inadvertent. The charges were compounded by the fact that the incident occurred in front of children.
Gonzaga was held on charges of lewd or lascivious exhibition, indecent exposure and battery. His bail was set at $106,500.
